
Transit isn't just for local trips. It is critical that the state create stronger connections between cities. Just as local streets, major roads, and interstate highways all interconnect, local buses, mass transit, and intercity transit should also connect with each other.
Local transit plays the role of the local streets and roads in the intercity transit system, while regional rail and high-speed rail play the role of highways. A state of the art intercity rail system without local transit connections is just as useful as a highway with no on-ramps or off-ramps. Similarly, without intercity connections, a local transit system is a lot like a city with only side streets and alleyways.
